941Express supports three options for filing returns as a Reporting Agent. They are as
follows:

Indirect Reporting Agent

- Advanced Reporting Agent

License Fee of $995 per year.

Returns can be created in 941Express or imported using our tab delimited
or Excel file formats.

Returns are filed directly with the IRS for no additional
cost.

This license provides unlimited filing.

Requires EFIN, ETIN, Reporting Agent PIN, EMS
Login ID and EMS Password.

The IRS Registration
Process as a Reporting Agent
The IRS has a registration process
that you must follow in order to file returns as a Reporting Agent.
- Complete an 8633 form on paper, or electronic in
order to obtain an EFIN (Electronic Filer Identification Number)number. The EFIN is necessary to file any
return electroncially with the IRS. This is a 6 digit number that is provided to you by the IRS once the
suitability process has completed. Keep in mind that the initial processing of the 8633 form includes
suitability which will require the business principles to be fingerprinted and investigated. This process
is totally handled by the IRS. Please note when completing form 8633, insure you answer the following
questions as such

- Answer question 2b - Yes
- Answer question 2c - No for Indirect, Yes for
Standard or Advanced.
- On line 4, check 940 and 941 in addition to
any other return types that you process.
- On Line 5, check 940 and 941 XML in
additional to any other return types that you process.
- Once you have obtained your EFIN, you can also
register as a Reporting Agent for your clients. This requires that you obtain paper 8655 forms signed by
your clients and send them to the IRS. The 8655 form is a declaration that they are allowing you to be
their reporting agent when it comes to payroll returns. Once this is complete and the
IRS has processed your 8655 forms, they will place you on their Reporting Agents Listing and provide you
with 2 pieces of information:

- A Reporting Agent PIN which is a 5 digit number provided by the IRS that will be your
electronic signature on these returns.
- A listing of the official name control values for all of the companies you are reporting
for. This information is only needed if you plan to use 941Express to send payments with your
balance due returns.
What is a 3rd Party
Designee?
A 3rd Party designee is a person who is filing a
return for a business, but may not be a business principle or the owner of the company. Typically, the IRS will not
talk to an employee of a company about a tax related matter. The 3rd party designee PIN allows that person to
provide information to the IRS that they can confirm and verify that you are capable of having a tax related
discussion with the bureau on behalf of the company.
